You can choose it as a starting class, or by going to the Pugilist guild once once you complete the level 10 class quest.

What are the best crafting and gathering jobs for Pugilist?
Pugilist crafting is a bit weird… 3 jobs are capable of making fists while leveling up:
Goldsmith, Leatherworker and Blacksmith. each has their ups and downs..
Goldsmith = Weapons + Accessories
Leatherworker = Weapons + Armor
Blacksmith = Weapons + other crafting items…
While Blacksmith crafts the i70 fist, you’re not going to reliably make it unless you have other crafting classes to 50… Blacksmiths also do not support many combat class items.
